Material A240 TYPE 304L TO A240 TYPE 316L       use Filler   GTAW   ER 308 L   OR ER 316L

I like to know how we are selecting the filler wire and electrode for
Steel & Steel alloys.
Based on the tensile strength of the base material it is selected. I
need the specific technical parameters how we are selecting the filler
wire or electrode. Please guide me for the process,
