i would like to add  why the PQR 2 is not required as per that interpretation. hope my understanding is correct.


Just in brief ( Not much in to welding /metallurgical aspects )

1.When u weld 6 mm plate,  heat dissipation is faster than 25 mm plate, Meaning fast cooling occurs in 6 mm than 25mm thick weld. Effect of cooling rate is key point for impact values.  
2. By keeping all essential / supplementary variables same  , if 6 mm plate could pass in that  impact test , then there is no problem of passing 25 mm thick plate , Passing 6 mm presumed that it will pass 25mm thick too. 

so code allows to combine i believe.

There are many other factors also need to be studied to understand these interpretation. Arc energy ( heat input), Solidification, Final micro structures etc... 

 
So, U can qualify PQR 1 & 3 as said earlier and  make WPS 5 to 50 mm...

Q1) What will be the thickness range qualified is it 10.97 to 16.97 or 5 mm to 16.97 or 5 mm to 21.94.

Q2) If i need to qualify a WPS with Thk ranges 5 mm to 25mm which thickness need to be selected .
