[MW:27575] Tempering temp of low alloy steel

Please explain

Low alloy steels shall be supplied in the normalised and tempered or quenched and
tempered conditions. Tempering, when undertaken, shall be performed at a
temperature which is at least 20°C higher than the upper temperature limit range for
post weld heat treatment
