i understand your concern. Code does not provide the exact word your are looking for.

ASME Sec IX, Article 3 covers all WPQ requirements which includes your Overlay / Hard facing ...  Pl Refer QW-382 

Please go through QW 300.3 fully to understand the organisational representative responsibilities on WPQ. especially Para 6. (Refer old versions for understanding purpose)
