Q1) What will be the thickness range qualified is it 10.97 to 16.97 or 5 mm to 16.97 or 5 mm to 21.94.
 
As per ASME sec IX 2017 , If you choose 10.97mm thk means the thickness range qualified 5mm to 21.94mm.

Q2) If i need to qualify a WPS with Thk ranges 5 mm to 25mm which thickness need to be selected .

 Please select 16mm thickness, then the thickness qualified range is 5mm to 32mm.
