It is not correct.

A qualification to group 1.1 (max. S275) do not qualify for group 1.2 (which includes the S355).
Please see ISO 15614-1, table 5, note a stating the following:

"Test piece materials in groups 1, 2, 3 and 11 qualify the equal or lover specified minimum yield strength steels".
