You will need to give full details of what you are doing. You question cannot be answered properly without further details from you.

1. What are you fabricating
2. Joint design, note that Copper cannot be butt welded to Carbon steel.
3. Welding Process you intend to use. Maybe Soldering or Brazing will be suitable or friction welding.

Pls provide more information and give your question a touch of professionalism.
