Please refer 331.1.3 Definition of Thicknesses Governing PWHT.

Thickness shall be considered for the joints after edge preparation. For dissimilar thickness, you should consider the thickness at bevel edges.

Does it means if one of the parent metal is of below 25 mm PWHT not required.?
