Dear Ravi Shankar,

  If we talk as per code requirement than in sec-VIII Div -1 it is mentioned that if the fiber elongation of formed head if greater than 5% then SR is required & generally below 14mm thk plate fiber elongation comes below 5%.

And if left code than it is client requirement.
