Examining body in the context of PED means NoBo which authorised to witness and certify for welding procedures n welders

I would like to clarify defenition of the examiner or examining body as per EN 287.

As per EN 287 point "10 Certificate" "the certificate shall be issued under the sole responsibility of the examiner or examining body" and there is no any definition in EN 287 who can be an Examiner or an Examining body(IIW,TWI,EWF).

How I understood the definition of Examiner/Examining Body is that person/organisation who is acceptable for the company. Am I right?
