Though asme ix permit combination of two pqs to make one wps, yet that does not mean that 2 pqr could be indiscriminately be combined. You can combine 2 pqr if there is overlap in essential and supplementary essential variables of the 2 pqr. For example the requires reduction of 55ºC as essential variable and increase of more than 55ºC in preheat as supplementary essential variable. 
If your case you pqr A preheat = 50ºC , then range qualified = 5- 105 and 
Pqr B preheat  = 170 , then range allowed = 115 - 225.
Since there is overlap between the two examples,  then both can not be combined. 
Note,  the figures stated above are just examples not real figures.
