For your process , QW 403.3 is not applicable. U follow the variables against each process.

Background : PQR qualified on coupon : 10.97 mm
WPS Qualified : 10.97- 21.94 mm(impact)

As per QW-451, WPS qualified up to 21.94 mm. Can we used that WPS for 24.00 mm Thickness. grove weld by considering Qw-403.3, : increase in 20 % in base metal thickness when the test coupon thickness is less than or equal to 25 mm.
