[MW:28128] NCR for leak found in water filling

Dear All

My client raised NCR for founding leakage during water fill on GRE pipe at run pipe. Leak found During time of water filling and  before starting hydro test.

Could any body please explain me raised NCR is acceptable or not.

AS per ITP- 6.3 is water filling stage

                    6.4 is hydro test.

Please reply me in urgent basis.
