[MW:15079] Application of AWS D1.1 WPS for turbine exhaust duct

Gentlemen,
 
I have a query. In my current project, for welding of gas turbine exhaust duct, Erector is using prequalified structural WPS prepared in accordance to AWS D 1.1. Also welders were qualified as per AWS D1.1. Material of construction is A36. Duct is open to atmosphere.
As AWS D1.1 is applicable for structural steel, is it correct to consider turbine exhaust duct as structural items? Is there any reference codes or standards, which I can refer to clearly clarify my concern.
