My best bet is that it can be done by using orbital pulsed TIG  welding process, universally used and not by RSW process. Pl. check up at your end and confirm.

If it is orbital TIG, then equipments  are easily available  for tube to tube and tube to tube sheet welding and works with Pulsed TIG process only.
