[MW:15128] WPS thickness limitations

Hi,
I have a qualifed a PQR for 18mm PLATE P1 to P1, also tested for Charpy test for -40 deg (just in case for future use) I have a request to know,
 
1. What will be the thickness limitations if I were to develop a WPS where Charpy Test Requirment would be involved. Also is there any Preheat requirement and if so above what thickness?
 
2. I am developing a WPS for welding and without Charpy Test requiremnt, I believe the thickness limitations using the PQR would be 5 to 36mm.
 
Your advise would be highly appreciated
