Testing at Lower impact temp. should is allowed when min impact value of 27 joules was achieved at an elevated temp. of -46 deg C.

Dear experts,
As per ASME Section II Part - A (SA - 350 LF2, Class 1 - Table 4), the standard impact temperature is -46°C, our job MDMT is -20°C. The job requires impact as per ASME Section VIII Div.2, Design and even as per client. My question is can these flanges be impact tested at manufacturer mill at -20°C, instead of -46°C.
