RE: [MW:4875] fire fighting piping system design

Please check Std´s NFPA 11 Chapter 7, NFPA 15 Chapter 6 and NFPA 30 Chapter 5. Pipe could be underground or aboveground!

Hello,
 
I have a situation.......our contractor build the fire fighting network inside the Farm of gasoil tanks ......a part underground (how it was in initial project) and part above the ground.....
 
My opinion it was to left the piping underground......
 
Anyone can tell me what code or specs show the position(above or underground) of fire fighting system inside the farm......(or safety regulation....)
 
whats your opinion...?
