Pipe cap is considered to be a standard item as per ASME Sec. VIII Div. 1, hence marking on the item as required by ASME Sec. II can be the criteria for acceptance.  However, when the MTC is provided by the manufacturer, the same shall be reviewed to ensure meeting with the chemical and physical properties as per Spec. Cu content in this case appeares to be too high and may create problem during welding.  Hence, recheck the material by chemical analysis including Cu at a good lab.

MTC is a requirement of SA20 Para 19.1

 

Dish head shall be checked to conform with UG79 & UG81

 

MTC Shall be verified for conformance with Applicable Edition and Addenda of ASME Sec 11 part A.

If the vessel is as Per Div-1, and the end cap is a standard one as per ASME B16.9, you do not not require MTC. The end cap can be accepted based on marking as per UG 11 & UG 93. The manufacturer's marking is taken as the certification of materials.
