Some issues like this are related to project spec. Probably in each project we don't have just one or two simple joints, so it has to be defined in welding and inspection procedures. If it is not applicable for your project (you didn't predict repair situations) you can use repair PQR (something like a production test) which is repaired similar to the actual repair and then qualify this coupon. (You can see DNV OS-F101 for better understanding).
