[MW:21920] Tensile Strength & PWHT

Hello Everyone !

My question is 

Does the minimum specified tensile strength  (for eg: A335 Gr.P11) supersede the Actual Tensile Strength of that material (which we see in the material test certificate) for PWHT?

I can elaborate:

Min. TS of A335 Gr.P11 is 60ksi

As per B31.1, >71ksi TS, requires PWHT for all thickness.

But in MTC, for this material, Actual TS mentioned is 75ksi.

In this case, shall i proceed with PWHT or shall i stick to Min TS of that material?

Pls help, if you can provide any B31.3 interpretation with your answer, will be great..
