[MW:21994] tube to tube sheet qualification.

Dear experts,
Kindly suggest,
In tube to tube sheet welding I need to weld a pattern by using both with filler and without filler, but as both are essential variable, I need to qualify two different PQR, but is it possible to make WPS with those two PQR, If yes, why we don't combin two PQR WITH AND WITHOUT AND WITH PWHT.
