When the chemical composition of a ferrous filler metal is not matching one of the A-Nos given in the table referenced in QW-404.5, then you have to make reference to the classification of that filler metal.
Then your essential variable is not the A-No any more, but this chemical composition.
Then your PQR is covering WPSs when, besides the other essential and supplementary essential  variables, the chemical composition of the filler metal is within the same range

Hi!
As per ASME sec IX
the A No is expected Weld chemistry range  and for filler metal F no is designated
Moreover for  CS welding, while selection of Filler ,you have to give importance to Mechanical properties and not exact matching of chemistry

In section IX A-number specified for mild steel
is 1 and when we see the chemistry of the filler metal in
section II part c the range specified is going beyond the
specified limit Si - 1% and Mn - 1.6% as per section IX.
 if a batch of carbon steel filler metal having Sil 1.03
and Mn. 1.6 % then in which A-number we can consider and
shall we qualified a new procedure for this particular batch
and which A-number we will assign.
