Please see ASME Sec III NB- 4320 which is about - Welding Qualifications, records and identifying stamps.
Here in NB-4321 (b)(Required qualifications ) it is clearly mentioned that : Procedures, welders and welding operators used to join permanent or temporary attachments to pressure parts and to make permanent or "temporary tack welds" used in such welding shall also meet the qualification requirements of this article and ASME Sec.IX.
In short only qualified welders can be used for Tack welding as per ASME Sec.IX.
Hence qualify your welders on a groove butt joint and use them for tack welding !
