Sec IX when referred to for procedure qualification by proving weld inegrity with applicale quality tests is meant for any welding done with the parameters as collected from the PQR. (pWPS -> PQR -> WPS). What ranges you see there (dia, thkns, P, G, F etc) are meant for the welder. So, in your case, to enable the welder to weld 0.25" to 0.5" you have to select a test coupon of 0.25" thick and test him to the parameters of the WPS.
In short, for the present, your WPS is qualified but not the welder.

Applicable code: ASME B 31.3

According to ASME IX QW-403.6, the minimum base metal thickness qulified is the thickness of test coupon T or 0.625" (5/8"), whichever is less. That is 0.5". Therefore, the thickness range 0.25"-0.5" is not qualified.

But the vendor pointed out the the qualified thickness range can based on fabrication code B31.3 Table 323.3.1 which indicates that qualifed thickness range is T/2 to T+0.25".

In this case, what is the minimum qulified thickness: 0.25" or 0.5"? Please advise.
