This implies that you do NDT preferably  before PWHT. 
UT before PWHT is preferable if  counter-bores are favorably designed for UT and the root is made smooth by TIG
Carryout repairs if any and proceed with PWHT
Chances of reheat cracking are less after PWHT for P1 group mtls.
