When "the Engineer" for the project, as defined in AWS D1.1, approves – the answer is yes. See the two clauses below:
AWS D1.1 Clause "4, §4.2.1.2 - WPS Qualification to Other Standards. The acceptability of qualification to other standards is the Engineer's responsibility, to be exercised based upon the specific structure, or service conditions, or both. AWS B2.1-X-XXX Series on Standard Welding Procedure Specifications may, in this manner be accepted for use in this code."
AWS D1.1 Clause "4, §4.2.2.1 - Previous Performance Qualification. Previous performance qualification tests of welders, welding operators, and tack welders that are properly documented are acceptable with the approval of the Engineer. The acceptability of performance qualification to other standards is the Engineer's responsibility, to be exercised based upon the specific structure, or service conditions, or both.

we cannot use ASME IX instead of AWS D1.1 because all the variables were different, in conjunction with both the codes. T,Y,K joints are all added in structural. However depending on the joint configuration we can get approval from the engineer in charge prior to the production/fabrication.
