[MW:27160] Grinding After Hydro-Test

Dear Experts,

Please give your advice on grinding of pressure vessel after the hydro test as during final visual inspection we couldn't find any surface damage on the shell but it has been discovered after surface preparation for painting. The pattern of surface defects on the shell can be been seen and it may be because of rolling of shell plate or job roller.
The vessel details as mentioned below & to meet the requirements of Aramco.

MOC SA240 Gr316L
Thickness 18mm
Size - Dia 3mtr x 20mt Length
Hydro Test Pressure 150PSI 
PWHT- NA

Kindly suggest it can be acceptable to remove defects by grinding maintaining min thickness of plate considering plate thickness tolerance.
