This issue is an optional requirement for solid wire and composite wire electrodes. The extract from SFA 5.18 (Sec II, Part C) is shown as below.
If insisted by the client, you may have to get the filler/lot certified from the manufacturer.
For SFA 5.18 go through clause 15 for details.

Dear experts,
One of our client specification require filler fire welding consumables hydrogen level less than 4ml/100g, but i could not found any welding consumable manufacturing company certified filler wire for hydrogen diffusible level, i checked many batch certificate of different manufacturers.
My questions is ;
Any manufacturer is providing the filler wire with certification of diffusible hydrogen level
Is it really required to mention as per code.
