As said change of base material is essential variable and defiantly you have to go for a separate PQR.
When welding materials of two separate material groups, the procedure for the higher strength group shall be used – Under this clause it may not be required for a separate PQR, but I personally suggest you to work for another PQR,
· You will be more confident on the process.
· You can economize any parameter (like as pre heating or change of consumable which may suite to the new combination of materials)

Please see the relevant extracts from API-1104 as below. According to the rationale below, a change of base metal is essential variable.
The variables(welding consumables, preheat, inter pass control …… & others ) for welding X-65- X65 steel should be followed , for welding X65 to X52 pipe. However a separate procedure qualification test is required.
I would say this point should be clarified with the AI or the client to obtain any concession if any???

5.3.2.2 Materials
The materials to which the procedure applies shall be identified. API 5L pipe, as well as materials that conform to other product specifications, may be grouped (see 5.4.2.2), provided that the qualification test is made on the material with the highest specified minimum yield strength (SMYS) in the group.
5.4.2.2 Base Material
A change in base material constitutes an essential variable. When welding materials of two separate material groups, the procedure for the higher strength group shall be used. For the purposes of this standard, all materials shall be grouped as follows.
a) SMYS less than or equal to that of the material specified as API 5L Grade X42;
b) b) SMYS greater than that of the material specified as API 5L Grade X42 but less than that of the material specified as API 5L Grade X65;
c) for materials with a SMYS greater than or equal to that of the material specified as API 5L Grade X65, each grade shall receive a separate qualification test.
