Hi,
Table 331.1.1of ASME B-31.3 specifies all the PWHT requirements. What material has to be subject to PWHT, C.S, LAS ??? can you provide the details. The time and temperature range for any material is pretty much well defined in the above table. One should perform PWHT within the suggested temperature range. However its' always advisable to meet the the minimum PWHT temperature recommended by the code to meet all mechanical properties, plus hardness , which would influence any environmental assisted cracking such as SCC.
Regarding your last query, components may undergoes repair and PWHT in service. What's the extent of damage and repair, could you be specific??.
