Thank you for the valuable inputs. I reviewed ASME B31.3 Chapter 5 & 6 and observed the following things
 

328.2 Welding Qualifications

328.2.1 Qualification Requirements

(a)

Qualification of thewelding procedures to be used and of the performance of welders and welding operators shall conform to the requirements of the BPV         Code,Section IX except as modified herein.
 
341.4.2 Examination — Category D Fluid Service.

Piping and piping elements for CategoryDFluid Serviceas designated in the engineering design shall be visually examined in accordance with para. 344.2 to the extent necessary to satisfy the examiner that components, materials, and workmanship conform to the requirements of this Code and the engineering design. Acceptance criteria are as stated in para. 341.3.2 and in Table 341.3.2, for Category D fluid service, unless otherwise specified.

Mr. Robert, Suppose my company's scope of work comes under category 'D' fluid service. As per B31.3 Table 341.3.2, lack of fusion and penetration is acceptable up to some extend for girth and miter groove!!! But ASME SEC IX says complete fusion and penetration required during WQT (irrespective of fluid service).  Can I qualify my welders with ASME B31.3 visual acceptance criteria for category 'D' fluid service?

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
