every welding process requires a qualified welding procedure. So you should have a welding procedure for both side welding with SAW. The process of buttering also should have a PQR and WPS.

Secondly, what about your inspection test plan (ITP)?. Certainly there will be inspection requirements in ITP.

If both of the above is not available (PQR and ITP), as a remedial measure do a PQR. If qualified do the NDT as per the code requirements. If the PQR not get qualified, the entire welding has to be removed and rewelded.

May be other good suggestions will be available in this group.

First of all, you should qualify the welding process before the start of the project then, you also have to perform the NDT in accordance with the applicable construction code. RT or UTcould do the job depending on the wall thickness.

Kindly suggest on  following issue
 
In our project we have API 650 Tank installation ,during construction activities the contractor didn't carried out backgouge grinding  in girth weld .The process used for saw welding and they made welding  simultaneously inside and outside,and joint configaration like that square butt weld.During fit up activites buttering also done to maintained the gap without any NDT .How we have to ensure that weld is sound weld or not.please give your valuable reply with any code reference.
