Its a very good suggestion from Mr.Sridhar to use urea grade electoredes and filler wire for low ferrite content. M/s.Sandvik and M/s.Esab is manufacturing the same. Availability may be an issue.

You can use AWS/SFA E 316L-15 ( IS E19.12.2.LB20), an extra low carbon 17/14/2.5 Mo type SS basic coated
electrode with good corrosion resistance qualities.
This electrode is exceptionally good for welding AISI 316,316L, 317L & 318 type  material and provides a maximum
of 2.0 % ferrite . Such electrodes are designed for urea reactors and similar chemical equipment  used for temperature

C - 0.03 max.,         Mn 5.0 to 7.0,        Si- 0.30 to 0.80,          Cr – 17.0 to 20.00,         Ni – 13.0 to 16.0,     
Mo- 2.0 to 3.0,         S/P 0.02 max.                Ferrite content – 2.00 max.
UTS: 520-630 Mpa. El %– 35 to 45 and impact of 30 to 75 joules at -1960 C.
Corrosion rate as per ASTM  A262 practice C  is 0.50 grams per m2/hr. Max. – 22 mpy.
 
All above electrodes are made to order  and may be available with leading electrode manufactures
like Adore, Esab, D & H, GE  and others  in our country.
Similarly you can scout for equivalent TIG  filler wires also after stipulating  your requirement from
manufactures from abroad or any  of their local agencies in India.

As per my opinion,

1. check the ferrite number of the base metal. 
2.Select a consumable batch having a ferrite number such that the average ferrite number of the base metal and the consumable is with in the range what required for you. Normally after welding an average ferrite number will be in the weld.
3. Do a sample weld and check the ferrite number. 
4. For the same manufacturer and brand name there will be slight variations in the ferrite number. So check the batch certificate and select a batch having a low ferrite number. Also do a small weld pad and check whether the ferrite number you are getting (Using your ferrite meter) is same as in batch certificate.
5. Also
keep the heat input to the minimum possible and keep the cooling rate to the minimum possible.

ii) For  to get Ferrite between 2-5 is very low hence generaly Nil Ferrite consumables are to be used (also Basic coated electrodes are being used) where you require to take extra precaution during welding to avoid Hot Crack(Shrinkage Crack)

Kindly suggest on following issue
We have a job on which ferrite content test is essential. we are welding with root run by GTAW & sub sequent layer by SMAW. Please confirm whether it is essential to check the ferrite content of the root or final weld.(top of the weld.)
Base Material-SA 240 TP 316L
Filler Wire/Electrode:- ER-316L & E-316L
Also our requirement is 2FN to 5FN kindly suggest any filler wire/Electrode manufacturer.
