It is always better to have intermediate ndt in the buttering area to ensure defect free weld . final NDT is mandatory refer section 6 of API 650

Dear Experts ,
Kindly suggest on following issue
In our project we have API 650 Tank installation ,during construction activities the contractor didn't carried out backgouge grinding in girth weld .The process used for saw welding and they made welding simultaneously inside and outside,and joint configaration like that square butt weld.During fit up activites buttering also done to maintained the gap without any NDT .How we have to ensure that weld is sound weld or not.please give your valuable reply with any code reference.
