During inspection of Flange ( WNRF) , I found some imperfections on Face of Flange .Kindly refer attached document to view snaps of 3 flanges. This  condition is before hydro test. I found this during Bolt Torquing process.   

Kindly guide me to decide whether these 3 flanges can be accepted or rejected ? - Also mention code reference in support of Acceptance or Rejection .
