Yes acceptable, UG-16 (c) only for min required thickness 

Ur case not issue bcz received thickness more than required thickness

Ok I understand not less than the above Tolerance.

or 6% under the design thickness.

I don't understand not more than the smaller of 0.01 in. (0.25 mm)

or 6% under the design thickness. Actually we required a plate thickness 121mm but we received 122.8mm thickness. this excess Thickness acceptable.
