Grade B is Equivalent to PSL1.and L 415 is PSL 2 grade.
As per standard ,Grade PSL2 ,in welded Pipe , Impact test ,DWT test , and NDT test is additional requirement .
So as per My suggestion it is better grade than Grade B and you can use it .
