Dear Mr. Richard,
If the wall thickness is 4.8mm, then the material thickness will be 4.8+ 1.6 (capping thick. / reinforcement) + 1.0 (root projection) = 7.4 mm.
As per API STANDARD 1104, 12th Edition, Table 6- Weld Thickness Vs Diameter of ISO Wire Type IQI. If DIN Penetrameter (10 ISO 16) set used for 7.4 mm material thickness, the minimum visible wire is 13 (thick: 0.20 mm or 0.0078 inch). WIRE 13 SHALL BE CONSIDERED DUE TO LOWER MATERIAL THICKNESS.
Penetrameter sensitivity (ISO Penetrameter): 0.20/7.4 X 100 = 2.7%
Further, refer ASME Section V NDE: 2001 Edition, Article 2 Radiographic Examination, Table T-276 IQI Selection and T-233.2 Wire IQI Designation, Wire Diameter and Wire Identity, ASTM Set A Penetrameter minimum visible wire is 5 (thick: 0.20 mm or 0.008 inch).
Penetrameter sensitivity (ASTM Penetrameter): 0.20/7.4 X 100 = 2.7%
