In My Opinion
1. Revision is not allowed in PQR
2.Ammendment can be done wit addition testing 
3.as per code TPIA or any inspector not required to certify any of documents . all responsibility on Manufactures shouders so any other party other than manufacturer review/ verify documents and review it .

You CAN change he PQR if there is any editorial changes, for eg. change in P no. or group no, change in SFA no, etc., if not you can only revise the PQR by adding the Revision number. to incorporate any other additional tests that you may have conducted at a later stage using that PQR/WPS. For eg. at the time of the Initial WPS qualification for some reason you decided not to do a CVN test, but later on your client asks for CVN, you feel that WPS complies with the requirement, you just have to do a CVN test and add it on to the original PQR.

Case1: Can we recertify the PQR as per ASME SEC IX QW 200.2c with latest date? Can we change the original PQR date? If we change the PQR date, then what about the wps which was already supports the recertified PQR?
Is there any requirement to keep old PQR as per ASME IX?
What is the recertification procedure for PQR?
Case2: If PQR is not certified by someone (he was not certified the PQR at that time), can we certify the same PQR with today date by evaluating all test reports (if meets as per code requirements)? In this case can we change the date of original PQR? Is this case called recertification?
