[MW:18275] Welding of AISI 4140 to EH36

Dear Forum Members.
Construction Code AWS D1.1
I have a new job which requires welding of AISI 4140 Solid Bar to a steel Plate EH36 120mm. 
I have a WPS for EH36 to EH36. I suppose we cannot use this WPS as the groups are different. But still would like your views

I believe AISI 4140 grade falls under ASTM A331.

Query: - 
Can i use the existing WPS for EH36 to EH36.?
Should I develop a new WPS, if so can I use E111T1-K3M for FCAW or 11018 for SMAW.
What would be the preheat temperature.
What should be the max inter pass temp.
Is PWHT required.
Should the material be annealed if its not.

I would appreciate if you could share your knowledge and expertise on this.
