I think if you refer D1.1, you might get your answer.

However other group members who have used D1.1 may answer your query.

I have a similar situation and I hope replies to the mail will also be of use to me. 
Code AWS d1.1
Existing wps eh36 to eh36 material
Qualified range groove thickness max 50mm without PWHT
The pqr coupon was eh36 to eh36 material

Current situation details
4140 bar 200 dia welded to 100 mm eh36 plate fillet weld throat is 16 mm.

Query 
Can I use the above wps by using appropriate electrode which is within the AWS 5.20.

Your advise will be appreciated

We have a screw 7inch diameter made of AISI 4140, its edges are wear our we have to build up, what will be best welding consumable and procedure.

Is 300C pre-heat necessary.........also 590-600C is post heat of PWHT, what is holding time?

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
