Dear Friend,
You are almost correct - that blind flange and bolts should be of the same material as vessel material,
But if nothing is specified in drawing means it may not be that much particular about the material for client.
So you may also proceed for CS Bolts and Dummy,
However it’s better to take client view also to make the drawings correct, and to choose 100%suitable material.

Please refer below Client Specfication which quotes ---
Hydrostatic pressure testing shall be performed with gaskets and bolting identical to those required in service and as specified on the data sheet. These gaskets may be used as service gaskets if the bolted joint is not disassembled after completion of hydrostatic pressure testing.
I believe as per the above requirment only SS Fasteners and Blind flanges shall be used during the hydrotest of
SS Vessel UNLESS Data Sheet/Drawing is allowing to use CS Fasteners and Blind flanges for hydrotest.
Please suggest.
