this is very general statement. Impact values basically depends on what heat treatment subjected to.
to be very generalized usually it will be subjected to N + AC+T or Q+T.
due to Normalizing material will be heated to single phase region which results in fully austenetitic structure.
subsequent AC accelerated cooling will tends to produce martenstic structure which is ultimately incresing strength in material.
further tempering will result in increse in tougness of material , nothing but your impact value.
