First of ASME SEC VIII DIV-1 does not ask for Normalizing of forming part.
In your case, Even Code does not ask for PWHT also.
Even if PWHT is required as per UCL-34, code specify the same with caution notes as below
Postweld heat treatment may be in the carbide-precipitation range for unstabilized austenitic chromium–nickel steels, as well as within the range where a sigma phase may form, and if used indiscriminately could result in material of inferior physical properties and inferior corrosion resistance, which ultimately could result in failure of the vessel.
Hence in your case normalishing is neither recommended nor required.

Subject: [MW:12583] Normalizing of dished end
Sent by: materials-welding@googlegroups.com

Dear Experts,
We have Clad plate (SA516 Gr.70 thk 18mm +SA 240 TP 316L thk.4mm). We formed dished end from that plate. normally we do normalizing for the thk above 16mm dish.
so can anyone tell me whether we can normalize the dished endof thk 18+4mm.
If yes then why? and if not, why?
Regards,
Vishal
