No you cannot accept without Solution annealing refer below content taken from ASME Section 2 A.

5. Heat Treatment

5.1 After hot working, forgings shall be cooled to a

temperature below 1000°F [538°C] prior to heat treating

in accordance with the requirements of Table 1.

5.2 Low Alloy Steels and Ferritic and Martensitic

Stainless Steels — The low alloy steels and ferritic and

martensitic stainless steels shall be heat treated in accordance

with the requirements of 5.1 and Table 1.

            Can anybody tell SA 182 F316L 1" Flanges we received without Solution annealing, Is it acceptable? Please let me know code reference.(ASME SEC II A).
