For P1 Materials you can refer, Table UCS-56 , page number 161, of ASME Sec VIII Div 1, wherein PWHT is mandatory for weld joints over 38mm nominal thickness and etc....

PWHT requirements are specified in the "book" or construction Code sections (i.e.  Section I, Section VIII, B31.1) or by customer specification.  Sc IX on tells one the requirements for qualifying welding or brazing procedures  and personnel working to them.  As such Sc IX does not specify a minimum thickness for PWHT than the applicable procedure thickness range based on PQR thickness.
