What about MPI on final weld ? done r not? If the final weld MPI and visual reports are found satisfactory, and 100 RT is acceptable, you can request the Client inspector to accept the joint, since it is bevel MPI nothing can be done after welding, so It will be better to convince the client to accept the joint and release for Hydro test…. More our you can also have a internal assessment of that particular material ,like previous rejection due to lamellar tearing, lamination(just history of the material) and soo on.. If there is nothing like that you can request to the client to take off the punch from the list.
Code is just a guide lines , such things where human error occurs we can deviate infractions to overcome such practical problems…
All the things should be carried out in a friendly matter ,not sticking with code and standards.

Dear members,
By some oversight, MPI of one pipeline welds was not done on cut bevels. The PL section is now ready for hydrotest. Construction Code is API 1104 1999 Ed.
RT is acceptable. But this lapse is punchlisted. How do you resolve the issue?
Cutting and rewelding is not permitted.
