We can consider the grinding as defect removed and apply PW-40.3.3 ASME sect I ? in this case, if the depth not exceed 10% thickness of base material and total repair (grinded) area not exceed 100 in2 we can do welding as repair and 100%PT. I'm right ??

Hi all,
In our project, rewamping of thermal power station, we have to remove some anchors supports welded in Superheater tubes by grinding, after will do the thickness measurement and complete by welding if we have loss material thickness of 10% or less.
My request is, according sect I ASME, we can do it ? which article mention this?
Standard : ASME sect I
Material : SA213 T12, thick 5.4 , T° : 400°C
SA213 T22, thick 7.8, T° : 500°C
No have any information in client specification.
