Can you tel me why DNV cannot witness test and Approve PQR n WPQ as per ASME?

as I know UDT and DNV Poland don't have ASME authorized inspector to
approve or coordinate welding acc. ASME, but TUV NORD, TUV Rheinland
or Lloyd Register in Poland have ASME authorized inspector so you can
ask them about ASME subject.
I work a little beat with ASME and if you don't have special
requirements about 3rd part you can approved PQR and WPQ by yourself.
